Virginia Megaprojects

Background

Virginia Megaprojects are a series of large-scale transportation improvements undertaken by the Virginia Department of Transportation. Distinguished by their cost, complexity, and potential impact on the community, the Northern Virginia Megaprojects represent several billion dollars in improvements to the state’s transportation infrastructure.

Challenge

In preparing for five large simultaneous transportation construction and engineering projects, the Virginia Department of Transportation’s (VDOT) Northern Virginia Regional Transportation group wanted a program-wide information management system that would help it effectively and efficiently manage the projects. Specifically, it wanted a tool that would:

  • Implement program controls.
  • Provide document management and records retention capabilities.
  • Augment information sharing and collaboration.

In addition, the project required a managed and scalable IT environment that could quickly ramp up to support growing general engineering consultant offices and staff, as well as program applications and systems.

Solution

Critigen was engaged to design, implement, and deploy a program management information system that would store program data, facilitate program tracking and reporting, and provide record retention capabilities with full and secure site accessibility from all office and field locations. Critigen was also charged with establishing a managed IT environment to fully support the program’s Internet and intranet needs, and streamline the operations required to manage the network.

Critigen developed the program management information system by integrating a variety of off-the-shelf technology applications. Critigen then augmented these products with custom applications to streamline the system and Virginia Megaprojects’ business processes.

Critigen’s work encompassed all aspects of software delivery, from business case development and requirements capture through design, development, testing, training, and deployment with continued maintenance and enhancement.

Result

Critigen designed, developed, and deployed a system that allowed for further enhancements and additional components to be phased in over an 18-month period. The system continues to evolve as it meets the growing needs of the Virginia Megaprojects Program. The delivered solution allows Virginia Megaprojects to:

  • Accurately and quickly access program and project status data.
  • Retrieve core program records and information.
  • Support a collaborative project information center that enables program staff, VDOT staff, the 22 sub-partner firms, and involved outside entities to effectively communicate critical engineering and construction data in a timely manner, and provide direct real-time communications on new program initiatives.
