For almost 10 years, Critigen has been at the forefront of the Air National Guard's (ANG) GeoBase program. Critigen’s on-site staff at the ANG Headquarters and at regional hubs across the nation led the design, implementation and execution of geospatial information and services to support ANG operations across the ANG’s 175 separate installations and facilities in all 54 U.S. states and territories. Critigen’s services included GeoBase strategic planning, surveying and mapping, process modeling, application development, and integration of the ANG GeoBase system with legacy ANG business systems.
Critigen’s demonstrated success with the ANG GeoBase program prompted the ANG to direct Critigen to explore how the National Guard enterprise, to include the 54 Joint Force Headquarters-State, the NGB Joint Staff, the Army National Guard and Air National Guard could similarly pursue an integrated geospatial information and services (GI&S) capability. Starting in 2009, the Critigen team organized and facilitated the development of the GeoGuard Initiative to secure consensus on GI&S efforts across the National Guard enterprise. The resulting GeoGuard coalition, comprised of State National Guard GIS representatives from every FEMA region, is now taking aggressive steps to establish interoperable GIS architectures to deliver shared situational awareness for domestic operations. Additionally, Critigen compiled an unprecedented State National Guard GIS Capability Catalog in 2012 and recommended several steps for mitigating conflicts involving federal-state, service component, and interagency equities.
Program Management - GeoGuard Initiative
Critigen has been assisting the ANG in development of a framework that outlines how a National Guard geospatial unity of effort could be mobilized to fulfill mission requirements with the greatest effectiveness for the least cost.
Onsite Staff Augmentation
Critigen provided services for this project as a business group of CH2M HILL contract with the National Guard Bureau to assist the ANG with the operations and execution of its National GIS program, which included aerial photography development, digital base mapping, ground control surveys, and other related professional services.
Spatial Data Management
Critigen staff helped establish the architecture, implementation plan, data collection guidance, data models, field training, and GeoBase data collection procedures in a manner that fit within the ANG organization.
Critigen developed multiple web-based map viewers for the ANG, including a FLEX-based viewer to serve as a Common Installation Picture as well as a JIP4C2/ArcGIS Explorer application to support emergency response for all Air National Guard installations.
Common Installation Picture (CIP) Development
Critigen conducted flight planning, project mapping specifications, and color orthophoto production and QA/QC of basemap imagery for 29 Air National Guard bases across the United States. The orthophoto production for each base included digital orthophoto imagery at 0.5-foot and 2-foot pixel resolutions in both TIFF and MrSID formats.
