Success stories

Identifying, selecting, and justifying candidate sites and scenarios for habitat restoration. For example, Where is abundance or diversity low? What are the surrounding land uses? How would populations respond if the land use was modified (e.g., road density was cut in half, or reduced to zero)? How might that the results of that restoration strategy differ from a scenario where agricultural land was converted to forest in a few strategic adjacent watersheds?


Critigen, in partnership with U.S. Department of Interior, U.S. Fish and Wildlife Service Downstream Strategies, was awarded a contract to deliver a geospatial web application to inform watershed restoration strategies for the US Fish and Wildlife Service through the National Fish Habitat Partnership. The application leverages state-of-the-art web maps and map services, web geoprocessing technology, and integration with the statistical package R to visualize various map layers, rank and analyze various combinations of landscape map layers, and model future scenarios under various restoration alternatives. Importantly, the solution allows local stakeholders in various Fish Habitat Partnerships to understand variables that influence habitat for various fish species and develop restoration strategies. This tool is a required, consistent component for local Fish Habitat Partnerships to justify funding requests to the USFWS for restoration efforts.

The application consists of a three-step workflow: Visualization, Ranking, and Futuring:

  1. The Visualization tab opens an intuitive online toolbox that allows stakeholders to view a variety of individual variables relevant to fish habitat, including individual abundance, stress indices, diversity scores and land uses, for example. This part of the workflow provides stakeholders with the opportunity to understand relevant landscape variables of interest and identify salient questions that could inform restoration strategies and priorities.
  2. The Ranking tab provides a separate set of tools that allows the user to integrate multiple map layers into a single weighted output layer. This way, for example, users can begin asking spatial questions about where various criteria are met. The ranking tab allows users not only to build models about where landscape criteria are met but is also allows users to document their decision-making process in designing restoration strategies, assigning various weights to different variables in a map that is easily available for download.
  3. The Futuring tab allows stakeholders to model future scenarios under different restoration strategies and evaluate predicted restoration effectiveness based on landscape variables and tested probability models.

Local Government Planning and Community Development – A division within a city that is responsible for the development of the jurisdiction.

The Community Development Division, City of Irvine

Incorporated in 1971, the City of Irvine is one of the largest planned urban communities in the nation with a jurisdiction size of more than 65 square miles. The Community Development Division is responsible for implementing the policies and objectives set forth in the City’s General Plan and Zoning Ordinance. A primary activity of the division is the review of development plans for consistency with these master planning documents. The division is also responsible for long range planning and regional and interagency coordination.


  • Maintaining a detailed and accurate, up-to-date record of land and building development (existing and future) throughout the City
  • Quickly determining the location of proposed development and identifying potential impacts related to a development plan’s location (e.g., general plan and zoning codes restrictions or development plans located nearby)
  • Sharing proposed development plans and their approval status throughout the Division
  • The capturing and sharing of detailed notes on development exceptions (e.g., setbacks), transportation mitigation fees, etc.
